KaruCanne: building a custom business platform in Guadeloupe

Giving every grower simple, reliable access to their campaign data: that was the challenge the IguaCanne interprofession entrusted to IPEOS. A look back at the development of a custom business application in Guadeloupe, combining APIs, data valorisation and user support.

The context: a sector to structure around data

Sugarcane is Guadeloupe's leading agricultural sector. To secure its future, the IguaCanne interprofession wanted to strengthen transparency and trust between growers, millers and SICAs. As part of a tender issued by the DEETS Guadeloupe, IPEOS was selected to design a reference digital portal: KaruCanne.

The technical challenge

Three constraints shaped the project:

Scattered data across several stakeholders (millers, SICAs, interprofession), in heterogeneous formats.
Real-time delivery of reliable indicators: tonnages, sucrose richness, subsidies, with ten campaigns of history.
An accessible interface for users with little digital familiarity, usable from the field.

IPEOS

IPEOS developed KaruCanne, a custom business application. The architecture rests on three principles:

Automated API ingestion — programmable interfaces dialogue with the systems of the millers and the sector's stakeholders to collect delivery data without re-keying, and guarantee its freshness.
IPEOS I-Administration application core — the platform is built on the IPEOS I-Administration framework, ensuring code control, security and long-term maintainability.
Restitution and export — a web dashboard consolidates the current campaign and the ten-year trend; the data is exportable for the sector's steering needs.

This choice of an open architecture, centred on interoperability, is what distinguishes a business platform from a static tool: it can evolve, interconnect and absorb new flows campaign after campaign.

DPO Connect : A Modular Tool for Ongoing GDPR Compliance Management

In an environment where compliance with the GDPR (General Data Protection Regulation) has become a major issue, the DPO Connect solution has been developed to enable companies, local authorities and administrations to effectively follow the CNIL's recommendations. The idea was to offer a comprehensive, adaptable tool for supervising the processing of personal data and guaranteeing ongoing compliance.

Challenge

Keeping pace with evolving GDPR rules: quickly integrating any changes or new obligations introduced by supervisory authorities.
Adapting the application to different user profiles: managing diverse organizational structures, each with its own constraints.
Centralizing data and incident management: providing a single access point to track and document data processing, incidents, and compliance actions.

City-Connect : Modernization of municipal sevrices

As part of a modernization project aimed at improving information sharing and digitizing certain administrative services, we have implemented an intuitive mobile application based on City Connect. This solution provides a direct and interactive communication channel with citizens.

Challenge

Expand the distribution of information: reach a wider audience and offer up-to-date news.
Create a close relationship: encourage interaction and feedback between the city hall and its residents.
Digitize services: enable incident reporting or scheduling an appointment with an elected official, without requiring a physical visit.
Offer interactive communication: push notifications, direct contact (email or phone), etc.
Provide real-time updates: alerts, calendars, and constantly refreshed news.

SPIP Integration and Dedicated Plugins:
- Development of plugins for the API to secure and organize data exchanges.

Interop-Fibre App : Standardizing Information Exchange

In the drive to expand fiber optic networks, a group of operators aimed to streamline data exchanges, reducing complexity and improving deployment speed. The main objective was to develop a single application capable of managing and standardizing all interoperability data among various stakeholders in the fiber network.

Challenges

Protocol Updates: Continuously adapting to frequent revisions of the prevailing standard.
Reliable Implementation: Ensuring data accuracy and consistency despite the technical complexity of multiple concurrent deployments.
Multi-Stakeholder Collaboration: Achieving seamless compatibility across operators, each with distinct systems and processes.

Modernization of a virtual infrastructure

A public institution focused on sports education sought to modernize its virtual infrastructure, previously running on a Lenovo server under ESXi 5.5. Their aim was to implement a more robust, scalable solution using a new HP ProLiant server powered by Proxmox 7.4-3.

Challenges

Minimizing Migration Impact: Avoiding service disruptions for end-users (administrative staff, educators, etc.).
Ensuring Data Reliability & Security: Protecting data throughout the migration process.
Maintaining Virtual Machine Performance: Preserving optimal performance during and after the transition.

Solution Implemented

Deployment of a Proxmox Hypervisor Cluster: The team installed Proxmox 7.4-3 on the new HP ProLiant server, ensuring high availability and enabling live migration of virtual machines.
Careful Planning: By coordinating closely with on-site technical staff, migration tasks were scheduled in defined time slots to reduce user impact.
Gradual Service Transfer: VMs were moved in stages from ESXi to Proxmox, preserving continuous service for critical applications.

Public WiFi Deployment: A Model Project under the WIFI4EU Program

Under the European WIFI4EU program, a local authority in an overseas region set out to implement a free public WiFi network across two municipalities. The goal was to provide accessible, high-quality internet service for both residents and visitors, all while meeting the performance and security standards required by WIFI4EU.

Challenges

The team had to address multiple technical, logistical, and organizational hurdles, including:
Optimal Coverage: Identifying strategic locations to install WiFi access points and ensure reliable throughput.
Regulatory Compliance: Meeting all WIFI4EU requirements and adhering to relevant regulations.
Local Collaboration: Working closely with municipal representatives to validate site placements, secure equipment installations, and plan ongoing maintenance.

Solutions Implemented

WiFi Alliance-Certified Devices: Access points were chosen to meet the latest industry standards and installed in key public areas (such as town squares, administrative buildings, and parks).
